Official Regulation for Tourist Guides
Order of "TAR" Internatonal Tourist Service

No foreign tourist is allowed to take photographs
of chapels/temples in the monasteries.

No foreigners shall take pictures of beggars and
poor people inside Tibet region.

No guide is allowed to discuss with tourists the
issues of Tibet's cause or Tibetan activities
undertaken in outside countries.

Neither guides or tourists are allowed to display
or distribute pictures of the Dalai Lama to
local people.

No one is allowed to discuss the events of
Cultural Revolution in Tibet.

No one is allowed to speak or listen to
derogatory speeches denouncing China.

Although narrating historical accounts of the
first thirteen Dalai Lamas is admissible,
no one is allowed to discuss the life history
of the fourteenth Dalai Lama.

No one is allowed to narrate the factual accounts
carved on the pillar edict in front of
Potala Palace and Tsulakhang.
Speaking about the historical facts of Tibet's
independence being disallowed by the regulation,
everyone is bound to accept Tibet as, unquestionably,
an integral part of China.

No one is allowed to speak about political prisoners
and prisons, or show location of prisons.

No one is allowed to show the direction of army
encampments or discuss the strength of military force.

No one is allowed to explain the impoverished state of
Tibetans and the mass population transfer of
Chinese into Tibet.

No one is allowed to discuss deforestation, mining,
hunting, or drying up of ponds and lakes in Tibet.
-
No one is allowed to guide tourists without proper
permission from the Chinese authorities.
Furthermore, no guide is allowed to show or
take tourist into prohibited areas.
